The SAFE (Save America’s Forgotten Equines) Act would ban eating horse meat.
Introduced by Sens. Lindsey Graham (R-SC) and Ben Ray Luján (D-NM) in the Senate, plus Rep. Vern Buchanan (R-FL16) in the House.
And, yes: Sen. Graham’s bills introduced in the current Congress are still valid until the end of the year, despite his death this past weekend.
